Who to Contact to Appeal a Discharge

For Medicare Beneficiaries

People with Medicare and their representatives who have a complaint or quality of care concern can get help from their Beneficiary and Family Centered Care Quality Improvement Organization (BFCC-QIO).

BFCC-QIOs help with complaints about the quality of care received, and with appeals of health care provider’s decisions about discontinuation of services or appeals of discharge from the hospital.

There are two organizations that operate BFCC-QIOs across 10 regions in the United States and its territories, they are Livanta and Kepro

To file an appeal or a complaint with Medicare, contact the organization for the state where the care was provided.

You can find your state or territory’s QIO by visiting https://qioprogram.org/locate-your-qio.

New York State’s BFCC-QIO is Livanta.
